2007

HCD was established by the Law on the Rights of Persons with Disabilities No. 31 for the Year 2007 under the name of the Higher Council for the Affairs of Persons with Disabilities headed by His Royal Highness Prince Raad Bin Zeid, and as a result, disability rights became one of the Kingdom’s development agenda goals.

 

2015

arrowright The Kingdom winning the Zero Project Award on Inclusive Education and ICT, where 18 countries participated in the awards, and the topic was about the “Emergency Hotline for the Deaf”

In the world of modern technology, the Higher Council for the Rights of Persons with Disabilities in partnership with the Public Security Directorate – Control and Command Center and Zain Telecom launched a video call service for deaf persons (114). This service enables deaf persons to communicate instantly with law-enforcement authorities, using sign language in case of an emergency and without any delay.

 

2017

arrowright The issuance of Law on the Rights of Persons with Disabilities No. 20 for the Year 2017

The Law on the Rights of Persons with Disabilities No. 20 for the Year 2017 is the first anti-discrimination law against persons with disabilities in the Arab region. It is distinguished by the fact that it stipulates that all ministries and public institutions are required to include disability rights and issues within their strategies, plans and programs, so that persons with disabilities are guaranteed access to all the services and facilities. To this end, the Law also provides allots specific time-bound commitments for each of these institutions

arrowrightThe Penal Code Amendments of 2017

Significant amendments were made to Jordan’s Penal Code in 2017, whereby the consequences for committing harm, sexual or physical abuse, or neglect and exploitation of care, and fraud, on the grounds of disability shall be considered an aggravation factor in these crimes. As a result, perpetrators of these crimes will be prosecuted to the maximum extent possible.

 

2019

arrowright The launch of the National Plan for Rectifying Existing Buildings and Public Facilities 2019-2029 by the Ministry of Public Works and Housing in collaboration with the Higher Council for the Rights of Persons with Disabilities in 2019.

arrowright The launch of the National Strategy for the Deinstitutionalisation of Persons with Disabilities in Jordan by the Ministry of Social Development in collaboration with the Higher Council for the Rights of Persons with Disabilities in 2019.

 

2022

arrowright The amendment of paragraph (5) of Article (6) of the Jordanian Constitution in 2022.

arrowright The amendment of paragraph (h) of item (1) of Article (75) of the Jordanian Constitution by replacing the phrase “whoever was insane or mentally deficient” with the phrase “whoever does not have the legal capacity” in 2022.

arrowright The amendment of the Civil Service Statute by eliminating the requirement of being free of disabilities that was mentioned in Article (44) paragraph (d). Additionally, the Equal Opportunities Committee in the Council has been tasked, according to the amended Article (45), to issue technical reports on the appointment of persons with disabilities in 2022.

The Hashemite Kingdom of Jordan’s wining the Franklin Delano Roosevelt International Disability Award is a deep-rooted recognition and appreciation of the Hashemite Kingdom of Jordan’s pioneering role, by the international committee governing the award, for its ongoing, proactive, and constructive work in instituting the building blocks set by the United Nations programs, toward securing the rights of persons with disabilities . These efforts consist of numerous projections, programs, curricula and plans.

arrowright The Kingdom’s ratification of the Marrakesh Treaty in 2018 to facilitate access to published works for persons who are blind

Under the Treaty, the various sectors in Jordan have an obligation to facilitate the access to data, information, and literary and artistic publications for persons who are blind, on the basis of equality and equal opportunities.

As such, the Council monitors the application of these commitments and enforces them. This is part of the Kingdom’s efforts to protect human rights and the rights of persons with disabilities.

arrowright The revision of the National Building Code Requirements for Persons with Disabilities in 2018

The update of the building code included the revision of definitions within the code, and their inclusion of mandatory requirements for all new public buildings that may be frequented by persons with disabilities.

It also includes requirements specific to residential and educational buildings, as well as technical details related to public safety, such as emergency areas in buildings, guiding tapes on exterior (outside) pavements, intersections, and signages, all of which provide the highest levels of public safety for persons with disabilities.

The code also includes technical details related to lighting on pavements, covers for water drainage channels, and the use of modern technologies that utilize voice and written communications in Braille and so on, as well as other aspects that cover all basic and recreational aspects to enable persons with disabilities to exercise their rights independently.

 

2020
